Overview of position Overview of Position The Infrastructure Engineering Consultant will provide technical leadership and engineering oversight for infrastructure projects implemented under a stabilization and community resilience programme in Northern Ghana. The role is responsible for ensuring that infrastructure interventions are designed, procured, supervised, and completed in accordance with approved engineering standards, quality requirements, environmental and social safeguards, and applicable national regulations. Working closely with project teams, contractors, government counterparts, and other stakeholders, the consultant will contribute to the successful delivery of safe, sustainable, and high-quality infrastructure that strengthens access to essential services and supports community resilience. Role objectives Role Objectives The Infrastructure Engineering Consultant will provide technical leadership, engineering expertise, and quality assurance for infrastructure projects throughout their lifecycle, from planning and design to construction, completion, and handover. The role is responsible for ensuring that all infrastructure interventions are delivered safely, efficiently, and in accordance with approved engineering standards, environmental and social safeguard requirements, donor expectations, and applicable national regulations. Working closely with project teams, contractors, consultants, government authorities, and other stakeholders, the consultant will contribute to the successful implementation of infrastructure projects that strengthen essential service delivery and promote community resilience. Key Responsibilities Provide technical oversight and supervision of infrastructure projects from planning through to completion and handover. Conduct technical assessments, feasibility reviews, and site inspections to support project planning and implementation. Prepare and review engineering designs, drawings, technical specifications, Bills of Quantities (BOQs), and cost estimates. Support procurement processes by preparing technical tender documentation, participating in contractor evaluations, and reviewing engineering submissions. Monitor contractor performance, construction quality, work progress, and compliance with approved specifications and work plans. Review contractors' payment certificates, variation requests, measured quantities, invoices, and technical claims, providing recommendations prior to payment certification. Ensure compliance with environmental, social, health, and safety (ESHS) requirements, engineering standards, and national regulations throughout project implementation. Conduct environmental and social screening, support the preparation of environmental compliance documentation, and monitor the implementation of mitigation measures. Identify technical, operational, environmental, and construction risks and recommend appropriate corrective actions. Prepare technical reports, site inspection reports, progress updates, and project documentation while maintaining accurate project records. Coordinate with contractors, consultants, government authorities, project teams, and other stakeholders to facilitate effective project implementation. Provide technical guidance and capacity building to project staff on construction monitoring, quality assurance, and engineering best practices. Perform other infrastructure-related duties as assigned in support of project objectives. Role Deliverables The consultant will provide: Technical assessments and feasibility reports. Reviewed engineering designs, drawings, and BOQs. Site inspection and supervision reports. Monthly technical progress reports. Environmental and Social Screening Reports for proposed infrastructure projects. Environmental and Social Management Plans (ESMPs), where required. Environmental compliance monitoring and site inspection reports. Practical completion and final completion certificates. Infrastructure handover reports. Project reporting Project Reporting The Infrastructure Engineering Consultant will work under the overall direction of the Chief of Party and in close coordination with the Field Coordinator (Programme Operations). The consultant will also collaborate closely with programme managers, supply chain personnel, contractors, consultants, government counterparts, and other relevant stakeholders to ensure the successful planning, implementation, supervision, and delivery of infrastructure projects. Key competencies Key Competencies Master's degree in Civil Engineering, Construction Management, Structural Engineering, Architecture, or a related discipline. A Bachelor's degree with at least five (5) years of relevant professional experience will also be considered. Minimum of five (5) years of practical experience in construction supervision, infrastructure project management, and engineering quality assurance. Relevant knowledge and experience in supervising water-related projects is an advantage. Demonstrated experience in preparing and reviewing engineering designs, drawings, Bills of Quantities (BOQs), technical specifications, and cost estimates. Experience supervising contractors, reviewing payment certificates, variation requests, measured quantities, and technical claims. Strong knowledge of construction quality assurance, engineering standards, procurement processes, and contract management. Sound understanding of environmental and social safeguards, occupational health and safety (OHS), and applicable regulatory requirements for infrastructure projects. Proficiency in AutoCAD, Microsoft Office applications, and other relevant engineering software. Strong analytical, problem-solving, project management, coordination, and report-writing skills. Ability to manage multiple stakeholders, work independently, and perform effectively in multicultural and multidisciplinary environments. Excellent communication and interpersonal skills, with the ability to build productive relationships with contractors, government authorities, and project teams. Fluency in English (written and spoken) is required. Knowledge of local languages spoken in Northern Ghana is an advantage. Team management Team Management This position does not have direct line management responsibility. However, the Infrastructure Engineering Consultant will provide technical leadership and guidance to programme staff engaged in infrastructure monitoring, support field teams on construction supervision and quality assurance, and coordinate the work of contractors, consultants, government counterparts, and other stakeholders to ensure the successful delivery of infrastructure projects. Further information Further Information This position is based in Tamale, Ghana, and requires frequent travel to project locations across Northern Ghana.
