Duties: Se rves as journey level Utility Plant-Generator team leader at a New Embassy Compound (NEC)/Old Embassy Compound (OEC) and Short Term Leased Residential Power Plants. Assigns tasks to team members and completes skilled maintenance and repair work throughout the New Embassy Compound (NEC)/Old Embassy Compound (OEC) and Short Term Leased Residential Power Plants. on critical and non-critical mechanical, electrical and electrical components within the functional/office buildings, on-compound ancillary support and residential buildings, above and below ground infrastructures, recreational facilities, and other owned/leased properties. Direct supervision is received from the Electrical Engineer. The Facility Manager will be the back-up supervisor when the Supervisory Building/Electrical Engineer/Mechanical Engineer/Maintenance Supervisor is absent. Team Leader/Supervisor 45% • Assigns maintenance and/or repair tasks to the work crews; oversees work while project/make-ready is in progress to ensure the assigned task is completed within the scheduled time, meeting International and Local Building Codes and in the most cost-effective manner possible. • Provides technical guidance in the repair and/or replacement of facility components, systems, or equipment. Instructs work crew members in the maintenance of complex Utility Plant-Generator, Electrical systems, assemblies, and equipment throughout the USG owned and leased facilities. Provides on-the- job training to skilled and/or semi-skilled workers. • Ensure that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team strategies, goals, objectives, work plans, and work products and services. • Ensures proper use of time, tools, specialty diagnostic devices, materials, and parts; provides data on all completed scheduled and unscheduled maintenance task including spares utilized and those remaining in the inventory, and other consumables. Contractor Management and Project Support 15% • Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the instructions on work priorities, methods, deadlines and quality have been met. Assists in project management oversight of post-managed and other projects from conception to completion. • Assists the COR (Contracting Officer’s Representative) in maintaining daily construction surveillance logs ensuring contractor compliance with the terms and conditions of the contract as warranted between the construction contractor and the U.S. Government. • Conducts routine inspections on all assemblies, systems, equipment and prepares written reports on their condition including all key performance indicators in conformance with the reporting requirements of the OBO. • Makes recommendations to the supervisor on how to correct deficiencies and resolve problems during construction. • Assists in developing the scopes of work, compiling Bills of Material (BOM), and with project quality control within the budget and timelines for in-house or contracted projects. Assist in the preparation of SOWs (Statement of Work) for routine and special maintenance including general construction projects. Conducts on-site visits and pre-bid meetings with prospective contractors. Assists in the review and technical evaluation of offers from contractors and provides recommendations to the supervisor as to the contractor’s ability to perform the work. Operational and Maintenance Support 20% • Assists the Electrical Engineer in the operation and maintenance of the Utility Plant-Generator Operations and Electrical Systems. Included, but not limited to, chillers, large central air handling units, packaged A/C units, filtration, fan coils, variable air volume (VAV) units, HVAC ductwork, evaporator coils, condensing units and coils, humidifiers, manual and motorized valves, chilled water piping, circulation pumps, damper motors, gravity dampers, variable frequency drive (VFD) and other controllers, actuators, HVAC water treatment systems including make-up water, and other control devices. Logistics 10% • The incumbent will assist the Post Occupation Safety and Health Officer (POSHO) in the day-to-day management of the safety program. Provides weekly safety training to subordinate staff on various topics such as use of personal protective equipment (PPE), lock-out/tag-out procedures, ladder safety, and confine space entry safety. Budget Support 10% • Assists the supervisor in developing budgets for building operation, maintenance, and repair of facility assets which includes materials, tools, labor, and other costs. Qualifications and Evaluations: Requirements: All selected candidates must be able to obtain and hold a: Public Trust security clearance. Education Requirements: Completion of secondary school is required, plus two (2) years of successful completion of specialized vocational training program from an accredited institute recognized as producing journey level in either HVAC, Plumbing, and/or Electrical systems, maintenance and construction services. Job Knowledge: Knowledge of operation of Generator, Utility Plant-Generator Operations and electrical systems. • The incumbent is required to know electrical theory, ohms law, circuit wiring, the laws of thermodynamics and their application to commercial centralized plant HVAC and electrical system design, installation, repair, and operations and maintenance. • Knowledge of how to size electrical equipment including 250kw and larger generators, transformers, motor starters, feeder and branch circuit wiring, circuit breakers and other electrical equipment/components, and how to use the various test instruments to analyze and repair electrical/HVAC problem. • The incumbent must have detailed technical knowledge of HVAC control systems and electrical/lighting control systems. • Intermediate knowledge of how control systems interface with the other operating systems including the building automation system. His/her knowledge base must be broad, encompassing many different makes and models, able to perform the required maintenance on each system. • Must have a very good technical understanding of major building electrical/mechanical systems and equipment. • Knowledge of International Building Code standards including electrical and mechanical requirements, and fire and life safety codes is required.
